      Seeks to amend Sixth Schedule in the Delhi Value Added Tax Act, 2004
      Summary: The Sixth Schedule of the Delhi Value Added Tax Act, 2004 is amended to insert the Republic of Chad in the List of Embassies, enabling a VAT exemption/refund for taxable goods for official and personal use of its diplomats in response to a reciprocity request, subject to the condition that each invoice meets a specified minimum invoice value, under authority of sub-section (2) of Section 103.

      Transfer of business by SEBI registered intermediaries to other legal entity
      Summary: Where a transferee is not registered in the same capacity it must obtain fresh registration from SEBI before transfer; SEBI will issue a new registration number to the transferee when business is transferred through regulatory or non regulatory processes irrespective of whether the transferor continues to exist. Change in control requires prior approval and fresh registration but retains the same registration number when granted to the same legal entity. If the transferor ceases to exist or completely transfers its business it must surrender its certificate of registration; partial transfers permit the transferor to continue holding its certificate.

      Prior Approval for Change in control: Transfer of shareholdings among immediate relatives and transmission of shareholdings and their effect on change in control
      Summary: Transfers among immediate relatives and transmissions of shareholding in unlisted corporate intermediaries do not constitute change in control; proprietary firm transfers or transmissions that alter legal formation or ownership do constitute change in control requiring prior approval and fresh registration; partnership firms permit inter se transfers among multiple partners without change in control, but induction of a new partner or alteration on death without deed provisions may constitute change in control. Incoming controlling persons must satisfy fit and proper person criteria under SEBI intermediary regulations.

      Summary: The Central Board of Direct Taxes, invoking section 119 of the Income-tax Act, has ordered that the requirement to report under clause 30C and clause 44 of Form 3CD for Tax Audit reports under section 44AB/read with rule 6G shall be kept in abeyance in view of the COVID-19 pandemic; this continues earlier deferrals of those specific reporting obligations introduced by the Form 3CD amendment and successive circulars.
