Summary: Stamp papers do not have a statutory expiry for use; the statutory time limit governs only the ability to claim a refund for unused or spoiled papers. Administrative stamps record sale details but do not bar later use. Holders may surrender unused or damaged papers for refund subject to the temporal restriction applicable to reimbursement. Practitioners should prefer recent papers to avoid doubts about antedating, consider franking or adhesive stamps for lengthy documents, and check local refund procedures and rules when contemplating surrender or serialisation of papers.

Summary: The de facto doctrine treats acts by persons exercising public or judicial office under apparent authority as valid despite defects in appointment to preserve legal certainty. It requires possession and performance of office, a colour of title with public acquiescence, and applicability only to acts within the scope of assumed authority for public or third party benefit; mere usurpers are excluded. Collateral attacks on judicial title are ordinarily barred, though a defective appointment may be directly challenged in proceedings where the officer's own title is in issue.

Summary: The report recommends converting government payments and receipts into an interoperable, Aadhaar-enabled electronic payments architecture: directing social-benefit and subsidy transfers into Aadhaar-linked accounts, mandating electronic payment acceptance by government entities without surcharge, and promoting electronic salary credits for frontline workers. It proposes a platform approach comprising a Government e-Payments Gateway for straight-through fund release, an Aadhaar account opening and authentication capability, an Aadhaar Payments Bridge for routing transfers to accounts by Aadhaar identifier, an interoperable MicroATM network for last-mile access, and mobile banking; and it recommends a government-paid last-mile transaction fee to incentivize access infrastructure.
Summary: A Memorandum of Understanding between INTOSAI and donor partners creates a coordinated framework to strengthen Supreme Audit Institutions through mobilised donor funding, strategic focus on governance and development roles, demand-driven sustainable support based on strategic and development action plans, and a hierarchy of country, regional and INTOSAI-global activities. Implementation is overseen by a jointly chaired multilateral Steering Committee composed of donor and INTOSAI representatives to ensure coordinated assistance and strategic oversight.
