Summary: The proposed Explanation declares that section 43B "shall not apply and shall be deemed never to have been applied" for determining the "due date" under clause (va) of section 36(1). The author contends this phrasing risks retrospective nullification of 43B from the inception of the relevant provisions, creating inconsistency with the explanatory note's stated prospective effect and recommends redrafting to preserve the distinction between book crediting (recognition of liability) and actual payment and to avoid unintended retrospective effect and litigation.

Summary: The authority found that the supplier, upon a statutory GST rate reduction, increased base prices so the tax-rate benefit was not passed to recipients, contravening Section 171 of the CGST Act; profiteering was calculated by comparing pre- and post-rate-change invoice base prices and included GST on inflated bases, and the supplier was directed to reduce prices and deposit the profiteered amount with interest into consumer welfare funds where recipients were not identifiable.

Summary: APEDA upgraded GrapeNet by integrating blockchain and migrating to cloud infrastructure to enhance cybersecurity, scalability and cost efficiency for stakeholders. The system captures consignment and production data to farm plot level, provides an immutable shared ledger for tracking test reports and lifecycle events, and enables end to end retrieval and verification of the grape supply chain to validate process compliance and authenticity.
Summary: Combined merchandise and services exports for April-January 2020-21 are estimated lower than the prior year while overall imports fell more sharply, producing a substantially reduced overall deficit for the period. January 2021 merchandise exports rose in dollar and rupee terms, led by non-petroleum and non-gems & jewellery categories, whereas oil imports declined significantly and non-oil imports rose in January but fell cumulatively. Services receipts and payments for December 2020 declined year-on-year, with January 2021 service estimates provisional.
Summary: Wholesale Price Index for January 2021 provides provisional and final indices with year on year inflation rates disaggregated by three major groups-Primary Articles, Fuel & Power, and Manufactured Products-showing weights and month to month changes. The release details that provisional indices are issued with a two week lag, finalized after ten weeks, and compiled at a stated weighted response rate using institutional and industrial price data; movements within groups and the WPI Food Index are summarized and item wise annexures supply six month trends and detailed indices.
Summary: The Department of Expenditure released the sixteenth weekly instalment of funds borrowed by the Central Government under a special borrowing window to meet States' GST compensation shortfalls, passing most funds to States and Union Territories with legislatures while five States had no gap; simultaneously the Centre granted additional borrowing permission equivalent to half a percent of GSDP to States choosing the designated option, and a state-wise annexure details permissions and amounts passed through.
Summary: Approval for the use of the Kakinada deep-water port was granted to divert rice exports from a congested anchorage port. The decision, communicated after requests by exporters and the national export registration and supervision body, relies on the Andhra Pradesh Maritime Board's control of the facility and aims to streamline shipments, relieve anchorage congestion and maintain export capacity while following COVID-19 safety measures.
