Summary: The 1 February 2019 GST amendments revise definitions, limit Schedule II deeming by requiring Section 7(1)'s supply test, expand Schedule I and III respectively for non-consideration imports and non-supplies, and make reverse charge applicable only to notified recipient classes and notified supplies from unregistered persons. Composition law permits limited taxable services and separate SEZ registrations; registration rules allow separate state-level registrations for multiple places of business with prescribed ITC transfer by asset-value ratio. ITC utilisation order is re-prioritised, receipt-of-services deeming extended, and refund and transitional credit rules narrowed.

Summary: Procedural and institutional reforms are proposed to expedite tax adjudication: adopt partial disposals for covered issues; expand Single Member Bench jurisdiction and authorise single-judge high court tax appeals for limited-effect cases; enforce mandatory early filing of documents and limit hearings to disputed issues; restrict adjournments and curtail high-pitched assessments and administrative resistance to taxpayer-favourable views, all to reduce avoidable litigation and promote timely resolution.

Summary: Modified auction calendar and notified issuance amounts for Treasury Bills for the remainder of the quarter ending March 2019, detailing scheduled auction and issue dates with per auction allocations across 91 day, 182 day and 364 day tenors and aggregate totals; the Government, in consultation with the Reserve Bank, may revise amounts or timing due to financing requirements, market conditions or intervening holidays, with changes to be announced by press release, and all auctions subject to the terms of the applicable General Notification as amended.
Summary: Re-issue auctions of specified government stocks will be carried out by electronic auction using the multiple price method, with both competitive and non-competitive bids allowed, up to five percent of notified amounts reserved for eligible individuals and institutions under the non-competitive bidding scheme; the government may retain additional subscriptions up to the overall notified cap, and the stocks are eligible for when issued trading under existing guidelines.
Summary: The issuance calendar allocates weekly auctions across maturity buckets with aggregate notified amounts, maintains a non-competitive bidding scheme reserving a portion for specified retail investors, and confirms that auctions follow the existing general notification. The Government, with the Reserve Bank, may modify amounts, timings, maturities and instrument types, may exercise a green-shoe option to retain additional subscriptions within overall notified auction limits, and will notify markets of changes.
Summary: A Direct tax collection growth target of 15 per cent is set for the next fiscal year as a realistic adjustment from prior higher growth rates, justified by an expanded taxpayer base, increased return filings, formalisation and digitisation of tax administration rather than changes in tax rates.
