      Summary: Determination of exchange rates for specified foreign currencies for customs purposes, effective 5 January 2024, superseding the earlier notification dated 21 December 2023 except as to prior actions; distinct rates are prescribed for imported goods and export goods in Schedule I (per unit) and Schedule II (per 100 units) to be applied in customs valuation and related computations.

      Amendment in Notification No. 1/2017- State Tax (Rate), dated the 29th June, 2017
      Summary: The Governor, on the Council's recommendation under the Bihar GST Act, amends Notification No. 1/2017 by substituting the commodity code entries against serial numbers 165 and 165A in Schedule I (applicable to the lower rate) with "2711 12 00, 2711 13 00, 2711 19 10"; the amendment takes effect from the fourth day of January, 2024.

      Summary: Notification classifies investment in a financial product by a non-resident, made pursuant to a contract entered into by a capital market intermediary that is a Unit of an International Financial Services Centre, as a notified activity where the income from the investment is received in the non-resident's account maintained with the Offshore Banking Unit of that IFSC, and defines the key terms by reference to the IFSC Authority regulations and the Special Economic Zones Act.

      Framework for Short Selling
      Summary: SEBI's framework defines short selling as selling securities not owned at trade time, permits retail and institutional participants, and prohibits naked short selling while mandating delivery at settlement. Institutional investors must declare short-sale orders at placement, are barred from intraday square-offs with custodians grossing positions, and a Securities Lending and Borrowing scheme will be implemented alongside institutional short selling. Brokers must report scrip-wise short positions daily for exchange consolidation and weekly public disclosure, and SEBI may review eligible securities and disclosure frequency.

      Risk Management and Inter-Bank Dealings – Hedging of foreign exchange risk
      Summary: The circular revises the RBI's framework for foreign exchange risk management by consolidating prior directions and defining eligible products, users and operational conditions. Authorised Dealers may offer prescribed spot, OTC and exchange traded derivatives to retail and non retail users for hedging and other permitted purposes, with specific provisions for NDDCs and foreign currency interest rate derivatives. Dealers and exchanges must ensure hedges correspond to underlying exposures, comply with notional and tenor limits, provide mid market pricing to retail users, enable monitoring for large positions, and submit required reports; the Reserve Bank may impose or modify prudential limits as necessary.
