Foreign exchange intervention and lower crude prices supported rupee appreciation despite a stronger dollar and foreign institutional investor outflows.
Foreign exchange market conditions supported a six-paise appreciation of the rupee against the US dollar at the close of trading. Lower global crude oil prices and Reserve Bank of India intervention to limit significant rupee depreciation contributed to the movement. A marginal strengthening of the US dollar and foreign institutional investor equity outflows continued to exert pressure, while FCNR(B) scheme inflows supported the currency.

Rupee depreciation against US dollar reflects foreign investor outflows and crude supply disruptions, moderated by weaker dollar and oil prices.
Foreign institutional investor outflows and disruptions in global crude oil supplies placed downward pressure on the rupee against the US dollar. A weaker dollar index and lower Brent crude prices moderated the decline. Market commentary anticipated a narrow trading range, with expected Reserve Bank of India protection at the upper end and oil importer, month-end, and importer demand supporting the lower end. Participants also monitored the US Federal Reserve Chair's Jackson Hole speech.

Personal insolvency resolution under the Insolvency and Bankruptcy Code involved approval of a repayment plan providing for payment of Rs 6.25 crore to creditors and Rs 25 lakh towards process costs against admitted creditor claims of about Rs 22,006.57 crore. Objections by dissenting creditors were rejected because they held less than 20 per cent of voting share, while the plan received 80.81 per cent support. Valuation indicated that the personal estate was worth less than the amount offered, and the tribunal declined to replace creditor commercial wisdom or assess settlement adequacy.

Sovereign credit rating stability reflects policy continuity, infrastructure investment, external strength, and fiscal consolidation pressures.
India's sovereign credit rating retained a BBB stable outlook, supported by strong growth, an external balance sheet, stable institutions, policy predictability, and infrastructure investment. Public investment and consumer demand are expected to sustain growth and assist fiscal consolidation. Constraints include weak fiscal performance, elevated government debt and interest burdens, and low per-capita income. Long-term rating support depends on financing infrastructure investment without materially widening the current-account deficit and on reducing the fiscal deficit through stable fiscal and monetary policies.

Sugar import liberalisation and stockholding limits seek to moderate retail prices amid constrained domestic supply and restricted exports.
Sugar price-control measures combine duty-free raw sugar imports, stockholding limits for dealers and bulk consumers, and an export prohibition to address elevated retail prices and curb hoarding. Domestic supply remains constrained by reduced sugarcane output, prior exports and diversion of sugar to ethanol. Net production is estimated below projected domestic demand, while closing stocks are expected to remain limited. Import access, inventory restrictions and export controls therefore operate as market-stabilisation mechanisms.

SC says SAT order in Bombay Dyeing case not to be treated as precedent, but refuses stay

New Delhi, Jul 13 (PTI) The Supreme Court on Monday refused to stay an order of the Securities Appellate Tribunal (SAT) that had set aside earlier regulatory directions against the Bombay Dyeing and Manufacturing Company Limited and certain members of its promoter group.

A bench of Justices BV Nagarathna and R Mahadevan, while declining to stay the order, issued notice on the plea of the Securities and Exchange Board of India (SEBI) challenging the SAT order, and said that it will not be treated as a precedent.

"As the impugned order is a split verdict 2:1, we observe that the same shall not be a precedent in similar matters before SAT," the bench ordered.

The earlier SEBI order had included restrictions on accessing the securities market and holding key positions in listed entities for specified periods, citing alleged violations of securities laws and listing norms.

The matter pertains to proceedings initiated by SEBI following a show-cause notice issued in June 2021, which also covered certain current and former promoters and directors of the company, as well as individuals associated with SCAL Services Ltd.

The SAT's January 16 ruling had overturned a 2022 order passed by a whole-time member of SEBI.

Senior advocate Arvind Datar, appearing for SEBI, said Bombay Dyeing originally held 49 per cent in SCAL and on March 29, 2012, it reduced its holding to below 19 per cent, following which SCAL ceased to qualify as an associate company.

However, the 30 per cent stake was transferred to another group entity and not an independent third party, Datar submitted, adding that the first MoU was executed the following day and eleven MoUs aggregating over Rs 3000 crore were executed over two years.

He told the bench that Bombay Dyeing recorded sale proceeds in its books, while SCAL did not reflect corresponding purchases and instead showed an agency commission.

Datar, while seeking a stay of the order, argued that the majority ruling raised questions concerning associate companies, the lifting of the corporate veil and the principle of a single economic entity.

However, counsel for Nusli Wadia, chairperson of the Wadia Group of Companies and Bombay Dyeing, opposed the submission of stay and said the SAT had completely exonerated them on facts and that SEBI had not challenged several findings validating the transactions.

Senior advocates Abhishek Singhvi and Darius Khambata, appearing for Wadia Group companies and Bombay Dyeing, submitted that they have acted in compliance with applicable legal and regulatory requirements.

The bench asked Wadia Group counsel to file counter-affidavits to SEBI's plea.

On January 16, the SAT, by a majority decision, had set aside SEBI's October 21, 2022 order that imposed monetary and non-monetary penalties on the company and certain promoters and directors.

The dispute concerns 11 memoranda of understanding executed between Bombay Dyeing and SCAL Services Limited, both Wadia Group companies, for the bulk sale of flats in Mumbai.

The 2:1 majority decision of SAT held that SEBI had failed to establish that the flat sale agreements executed between the two group companies were sham transactions intended to inflate the company's revenue. PTI MNL RT
