The Government of Andhra Pradesh formally committed to pay the entire approved true-up on behalf of the DISCOMs, and APERC recorded this commitment, with the amount not to be recovered from end-consumers through tariff. This allocation of liability to the State exchequer prevents retrospective tariff pass-through and avoids an electricity tariff increase for households, farmers, and businesses while clearing legacy dues.
