<h1>Centre to reimpose excise duty, new health and security cess to keep taxes on tobacco, pan masala</h1> The Union government plans to introduce the Central Excise Amendment Bill, 2025 and the Health Security se National Security Cess Bill, 2025 in the Lok Sabha to maintain the existing tax burden on tobacco, pan masala and similar 'sin goods' after discontinuation of the GST compensation cess. The excise bill will reimpose central excise duty on tobacco products, while the cess bill will levy a new health and national security cess on machines or processes used to manufacture specified goods, replacing the current compensation cess on pan masala. These measures follow full repayment of COVID-related GST compensation loans, which triggers the end of the compensation cess regime.
