Bid rigging through pre-bid exchange of sensitive price information attracted penalties and cease-and-desist directions in tyre procurement.
Bid rigging in tyre procurement was established where Rekha Agencies and SS Marketing exchanged commercially sensitive price-bid information before submitting bids for the Himachal Pradesh Tender 2013. The concerted conduct contravened the prohibition on anti-competitive agreements and bid rigging. Monetary penalties and cease-and-desist directions were imposed on both enterprises. An official of Rekha Agencies was also penalised for liability arising from the contravention, while proceedings against the official of SS Marketing stood abated following his death.

Capacity-based taxation targets undeclared pouch-packing machinery used for clandestine pan masala and tobacco production and untaxed clearances.
Capacity-based taxation of pan masala and specified tobacco products is determined by the number, type and capacity of installed pouch-packing machines. Searches at interconnected manufacturing and trading premises detected unregistered operations using undeclared machinery for clandestine manufacture and clearance of pan masala, scented jarda and gutkha without payment of GST, HSNS cess and central excise duty. Finished goods, raw materials, packing materials and machinery were seized. The manufacturing firm's proprietor was prima facie identified as managing the operation and was arrested under the applicable cess and central excise laws.

Technology risk oversight requires Urban Co-operative Banks to retain accountability while building shared and role-specific capabilities.
Urban Co-operative Banks must strengthen digital and risk-management capabilities as technology dependence exposes them to cyber threats, fraud, service-provider failures and common-platform vulnerabilities. Outsourcing critical systems does not transfer the bank's responsibility for oversight, safeguards and continuity. Boards and senior management must retain sufficient knowledge to supervise external providers effectively. Mission SAKSHAM supports role-specific, continuous capability building through physical and online learning, while collective infrastructure and shared expertise can supplement individual institutional capacity.

Foreign exchange market modernisation prioritises delegated decisions, customer transparency, digital workflows, local-currency settlement and accountable risk management.
Foreign exchange market modernisation advances a facilitative, principles-based framework based on delegated decision-making by Authorised Dealers, risk-based reporting, and customer-centric service standards. Authorised Dealers must apply clear internal policies, avoid unnecessary documentation, disclose charges, timelines and grievance mechanisms, and ensure consistent treatment of comparable transactions. Local-currency settlement requires viable trade corridors, competitive hedging, correspondent relationships and robust AML/CFT controls. Digital workflows, electronic trading and reporting infrastructure should improve transparency and resilience, while automated tools remain subject to explainability, review and data-protection safeguards.

Sugar price containment measures restrict stockholding, permit duty-free imports, and strengthen inventory verification to deter hoarding.
Sugar price containment measures include stock limits for dealers, consumption-based inventory restrictions for bulk consumers, duty-free raw sugar imports, and physical verification of mill stocks to prevent hoarding and artificial scarcity. Price increases are attributed to lower domestic output, festive demand, crop damage, tighter global supplies, and speculation rather than sugar diversion for ethanol. Earlier crushing is advised to improve seasonal availability, while the ethanol programme supports management of sugar surpluses, mill liquidity, and timely sugarcane payments.

Cross-border insolvency enforcement constrains asset recovery as Evergrande liquidation, founder asset confiscation, and audit-related claims continue.
Evergrande's insolvency process involves liquidation proceedings for its mainland property-development unit and its Hong Kong-listed holding company. Cross-border recovery is constrained by separate Hong Kong and mainland China legal systems, particularly because most operational assets are located in mainland China. Liquidators are pursuing asset-tracing and recovery measures against the founder and connected persons, as well as claims concerning pre-collapse audits. Investigations identified revenue overstatement through manipulated financial data. Creditor recoveries are expected to be limited due to substantial liabilities and constraints on asset realisation.

India's foreign exchange reserves increased during the reporting week, led by higher foreign currency assets and gold reserves. Foreign currency assets include the dollar-value effects of movements in non-US currencies held as reserves. Special drawing rights declined marginally, while the reserve position with the International Monetary Fund increased marginally. Predicate-offence dependency limits retrospective addition of old FIRs to preserve money-laundering proceedings after the original scheduled offence is closed.
Predicate-offence dependency under the Prevention of Money Laundering Act requires an ECIR to rest on a subsisting scheduled offence. Closure of the FIR forming its basis through an accepted cancellation report prevents continuation of money-laundering proceedings unless that closure is overturned. A previously registered FIR cannot be belatedly added merely to preserve an existing ECIR and coercive powers. Where statutory requirements are met, an independently registered ECIR may be required. Expansion of an ECIR cannot rest solely on tenuous factual links between successive disputes.

Sugar supply pressures drive festive-season price increases as imports, stockholding limits and ethanol diversion shape market conditions.
Sugar prices in Bengal have risen sharply ahead of the festive season, with higher prices also affecting jaggery and other sugar-derived products. Supply constraints, mill stock releases, lower production in Brazil, ethanol diversion and possible hoarding have been identified as contributing factors. Raw-sugar imports have been permitted to augment availability, while stockholding restrictions limit inventories of specified bulk consumers. Lower projected closing stocks and possible future production effects from El Nino may sustain pressure on sugar availability and increase costs for sweetmeat producers.

Foreign currency inflows and FCNR(B) deposits supported rupee sentiment, while oil prices and geopolitical risks constrained currency strength.
The rupee strengthened marginally against the US dollar as the dollar index softened, but elevated crude oil prices, geopolitical uncertainty, reduced foreign participation and net foreign equity outflows constrained currency sentiment. RBI measures to attract foreign currency inflows, including FCNR(B) deposits, were expected to generate substantial inflows, although these had not produced meaningful rupee strength. Energy-market disruption and restrictions on fuel exports through the Strait of Hormuz added to external-sector pressures.

Amaravati, Sep 23 (PTI) Andhra Pradesh Chief Minister N Chandrababu Naidu has said that the TDP-led NDA government will undertake a month-long awareness campaign on 'GST 2.0' reforms to enlighten people about the benefits they stand to derive from lower prices through the recent restructuring of the indirect tax regime.

The GST Council has approved a complete overhaul of the goods and services tax regime, slashing tax on several commonly used items, from hair oil to corn flakes and personal health and life insurance policies and umpteen others.

Addressing the Assembly, the chief minister on Monday said the government will organise 65,000 meetings as part of this initiative.

"The state government decided to organise 65,000 meetings starting from Monday till the Diwali festival. Door-to-door campaigns will be taken up to bring awareness among people about how they are benefiting from the GST cut on essential commodities, household articles, medicines and various other articles," said Naidu.

Observing that the campaign would also be organised across educational institutions, he called upon the MLAs and ministers to play an active role in this campaign.

The CM said the reforms will benefit the country to the tune of Rs 2.25 lakh crore and Andhra Pradesh up to Rs 8,000 crore.

Moreover, Naidu highlighted that the GST reforms will help the state government achieve one family - one entrepreneur goal.

According to Naidu, the MSME sector will get a major boost. The 'double engine sarkar' will achieve 'double engine growth' with the GST reforms, he added.

Further, he underscored that the GST 2.0 reforms will strengthen the 'Make in India' programme and pave the way for the promotion of domestic production.

He said the reforms will promote Indian brands in global markets and enable a self-reliant economy.

The chief minister appealed to people to purchase Indian products and thereby become partners in Indian economic growth.

He expressed hope that India will emerge as the number one economy by 2047 and Andhra Pradesh as the number one state in the country.

Conveying Dasara and Diwali greetings to people, Naidu appealed to people to celebrate the festivals in a big way with the reduced prices and people-friendly GST reforms.

Later, the CM gave a presentation to the House on the state of agriculture in the southern state, noting that Andhra Pradesh is a primary sector-driven economy where 62 per cent of the population depends on agriculture and the allied sector.

With agriculture and allied activities contributing around 35 per cent to the state's economy, Naidu said it is double that of the national average of 18 per cent.

Likewise, he highlighted that the service sector accounts for only 41 per cent of Andhra Pradesh's economy, whereas this metric stands at 55 per cent at the national level.

The CM said animal husbandry sector contributed over Rs 1.95 lakh crore to the state's GSDP, followed by horticulture (Rs 1.7 lakh crore), fish and aquaculture (Rs 1.53 lakh crore), agriculture (Rs 65,765 crore) and forestry (Rs 10,126 crore).

Despite occupying a mammoth 52 lakh hectares of land, Naidu said agriculture was contributing only Rs 65,765 crore, compared to horticulture occupying only 18.5 lakh hectares to contribute Rs 1.77 lakh crore and fish and aquaculture using only 2.3 lakh hectares of land to generate Rs 1.53 lakh crore GSDP.

Underscoring that the higher the service sector more beneficial to a state monetarily, the CM drove home the message that all economies graduate from agriculture to industry and then ultimately to the service sector.

He said steps will be taken to increase the horticulture area up to 25 lakh hectares by 2029 to make Andhra Pradesh a horticulture hub.

Highlighting that people's habits are altering across the world and food habits changing totally, he called for changing our agricultural practices based on those changing trends or otherwise run the risk of losing markets.

Advising farmers to change their crop and farming approach, Naidu promised that the government will facilitate and handhold them towards product perfection that leads to highest prosperity per acre.

Likewise, he promised a comprehensive vision for agriculture and implementation with proper planning and precision. He said the government is seriously considering providing value addition to agricultural products.

Naidu advised the MLAs to visit agricultural fields starting from October to interact with farmers directly to know their problems and to explain to them the steps being taken by the state government to safeguard their interests for making the agriculture sector profitable.

Observing that the state stands in second place in using fertilisers and pesticides, he said drones can be used to minimise their usage, and added that efforts are on to reduce cultivation costs using technology.

Struck by US President Donald Trump's tariff, Naidu said the local aquaculture sector is facing a crisis as the state alone accounts for exports worth Rs 21,000 crore.

He said efforts are on to protect aquaculture farmers from the present crisis and added that focus will be laid on seaweed culture to improve the marine economy, among other initiatives. PTI STH ADB
