<h1>Fiscal discipline maintained as state budget targets revenue surplus and keeps fiscal deficit within FRBM limits.</h1> State budget 2025-26 sets an outlay just over one lakh crore with separate revenue and capital estimates, detailed receipts from own-tax and non-tax sources and central tax devolution, and explicit provisions for loan repayment, interest, salaries and pensions. It projects a revenue surplus and a fiscal deficit as a percentage of state GDP that is stated to be within the FRBM Act limit, while prioritizing infrastructure, innovation and targeted program allocations including a venture fund and sectoral capital projects.
