During times when India faced challenges in securing funding, new technologies, and investments across various sectors, CPSEs rose to the occasion, addressing the nation’s needs. They continue to act as a catalyst for industrial activity in the country.-Prime Minister Narendra Modi

A shining example of this commitment is Hindustan Aeronautics Limited (HAL), which has attained the prestigious Maharatna status, becoming the 14th Central Public Sector Enterprises (CPSE) in India to receive this recognition. This milestone marks a significant achievement for HAL, which is a prominent player in the Indian aerospace and defence sector. The upgradation is approved by the Finance Minister, following recommendations from both the Inter-Ministerial Committee (IMC), led by the Finance Secretary, and the Apex Committee, headed by the Cabinet Secretary.

Understanding Maharatna Status

The Government introduced the ‘Navratna’ scheme in 1997 to identify and support CPSEs with competitive advantages in their journey to becoming global leaders. Under this scheme, ‘Navratna’ CPSEs were granted powers in capital expenditure, joint ventures, and human resources management. As many of these companies grew significantly larger than their peers, the need arose for a new classification—‘Maharatna’—to recognize those with the potential to become Indian multinational companies (MNCs). This higher status incentivizes other ‘Navratna’ companies, enhances brand value, and allows for the delegation of greater powers to CPSEs, fostering further growth and international competitiveness.

The Maharatna status is granted to CPSEs in India, allowing them greater operational and financial autonomy. To qualify for this status, companies must meet specific criteria, which include:

  1. Navratna Status: The company must have previously been conferred Navratna status.
  2. Stock Market Listing: The company must be listed on the Indian stock exchange, complying with the Securities and Exchange Board of India (SEBI) regulations regarding public shareholding.
  3. Financial Performance:
    • An average annual turnover of over ₹25,000 crore in the last three years.
    • An average annual net worth exceeding ₹15,000 crore during the same period.
    • An average annual net profit after tax greater than ₹5,000 crore over the last three years.
  4. Global Presence: The company should have significant international operations or a global presence.

HAL's Financial Performance

For the fiscal year 2023-24, HAL reported an impressive turnover of ₹28,162 crore and a net profit of ₹7,595 crore, solidifying its position as a leading public sector enterprise in India. Strengthening Aatmanirbhar Bharat through Indigenous Aero Engine Production

In a significant advancement for Aatmanirbhar Bharat, the Ministry of Defence (MoD) signed a contract with Hindustan Aeronautics Limited (HAL) on September 9, 2024, for 240 AL-31FP aero engines for Su-30MKI aircraft, valued at over Rs 26,000 crore. This contract underscores a commitment to indigenous manufacturing, as the engines will be produced at HAL's Koraput Division, bolstering the Indian Air Force's operational capabilities. HAL's journey began more than 80 years ago, evolving alongside the Indian aeronautical industry. Established on December 23, 1940, as Hindustan Aircraft Limited in Bangalore by visionary Walchand Hirachand, the company aimed to manufacture aircraft domestically. The Government of India became a shareholder in 1941, assuming full management control in 1942.

Initially, HAL focused on manufacturing aircraft under licenses from foreign companies, producing models like the Harlow Trainer and Curtiss Hawk Fighter. In 1951, HAL came under the Ministry of Defence’s administrative control and began indigenously designing and developing aircraft, such as the HT-2 Trainer and the HF-24 Jet Fighter (Marut).

  1. Amalgamation: In 1964, Hindustan Aircraft Limited amalgamated with Aeronautics India Limited and it was named “Hindustan Aeronautics Limited” to streamline operations, thus forming a more robust entity focused on aircraft design, development, manufacturing, and overhaul.
  2. Diverse Production: Over the decades, HAL expanded its product range to include helicopters, engines, and advanced avionics systems. It also established a dedicated Aerospace division to support India's space missions, contributing components for ISRO’s satellites and launch vehicles. In 1970, a division was set up in Bangalore to manufacture ‘Chetak’ and ‘Cheetah’ helicopters under license from M/s SNIAS, France. License agreements were established with several companies, including Dunlop (wheels and brakes), Dowty (undercarriages), and Normal Air Garret (cabin systems), as well as Smiths, SFENA, SFIM (instruments and gyros), Martin Baker (ejection seats), and Lucas (fuel systems) for various aircraft. Similar arrangements were made with Soviet authorities for MiG-21 accessories.

International Collaborations: HAL has engaged in multiple international partnerships for technology transfer and joint ventures, enhancing its capabilities in aircraft production, including the manufacture of the Sukhoi-30 MKI. To align with HAL’s mission of becoming a global player, exports have been prioritized as a key focus area. HAL has supplied international customers with Dhruv, Lancer, Chetak, and Cheetah helicopters, as well as Do-228 aircraft, and provides ongoing product support for these platforms.
