The Ordinance allows a Special Court to declare individuals as fugitive economic offenders, enabling asset confiscation and barring them from defending civil claims. This measure aims to reinforce the rule of law, improve financial recoveries for banks, and deter economic crimes, without incurring additional costs, by utilizing existing legal infrastructure.
