      DELHI BUDGET 2017-18

      HIGHLIGHTS

      PART A

      Budget 2017-18

      1.  Budget of Government of NCT of Delhi in 2017-18 is proposed at ₹ 48000 crore.

      2.  The total budget of ₹ 48000 crore in 2017-18 is 16.5 per cent higher than the Revised Estimates of ₹ 41200 crore in 2016-17.

      3. The total financial support to local bodies in 2017-18 is ₹ 7571 crore which is 15.8 percent of the total Budget and 14.9 percent higher than the funds given in the Revised Estimates of 2016-17.

      4.  Plan & Non-Plan distinction has been removed and budget has been prepared under Revenue & Capital head.

      Delhi Economy

      5.  The Gross State Domestic Product of Delhi at current prices is likely to increase to  ₹ 6,22,385 crore in 2016-17 from ₹ 5,51,963 crore in 2015-16, indicating a growth of 12.76 percent, despite the negative impact of demonetisation on the economic activities of the state.

      6.  At constant prices, the growth in GSDP of Delhi in 2016-17 is expected to be 8.26% as against 7.1% at the national level.

      7.  The per capita income of Delhi at current prices is likely to increase to ₹ 3,03,073 in 2016-17 which is 10.77% higher over the per capita income of ₹ 2,73,618 in 2015-16.

      8.  The per capita income of Delhi is about three times higher than the per capita income of   ₹ 1,03,818 in 2016 at the national level.

      Good Governance

      9.  Government has increased the minimum wages by 37% for unskilled, semi-skilled and skilled workers.

      10.  Government has increased the pension for senior citizens, persons with disability and widows by ₹ 1,000 per month to enable them to live life with dignity.

      11.  Government will set up a "Commission for Senior Citizen" in 2017-18 which will look the issues related to the welfare and protection of senior citizen in Delhi.

      12.  Government has launched skill development courses in 10 night-shelters.

      13.  Government has decided to integrate existing database of Aadhar, Permanent Account Number, Election Photo Identity Cards to reduce cost and duplication for better delivery of public services.

      Education

      14. 24 new schools will start in this year and construction of 10000 new class rooms will be started in the next financial year.

      15. Introduction of pre-primary classes in 156 government schools in 2017-18, with upgraded infrastructure facilities.

      16.  Early childhood education centres will be set up all over Delhi for the children in the age group of 2 to 6 years.

      17.  To set up special library within the classroom for the students of Nursery to Vth class and 400 new libraries are to be opened in the government schools for Class - VI to X.

      18.  To set up five schools of Excellence with medium of instruction in English in 2017-18.

      19.  Commerce stream will be introduced in 142 schools at senior secondary level from 2017-18.

      20.  Extra Curriculum Activity Department will be started under Education Department to promote Indian art, dance and music.

      21.  An excellent high quality Teacher Training Institute will be started at Lodhi Road under Ambedkar University. The construction work of East Delhi Campus of Guru Govind Singh Indraprastha University at Surajmal Vihar shall be started soon. The new campus of Shaheed Sukh Dev College at Rohini will be completed by June, 2017 with the capacity of 2000 students.

      22.  Government has planned expansion of NSIT, DTU and IIIT so that more students can be accommodated in these institutes.

      23, Sports Medicines course at U.G. and P.G. levels will be started from the academic session 2017-18 in Delhi Pharmaceutical Science and Research University (DPSRU).

      24.  Two multi- storey hostels with modern facilities will be constructed to accommodate 2350 players.   

      25.  To impart specialised coaching to the players, 110 additional posts of Physical Education Teachers and Sports Coaches will be created.

      Health

      26.  110 Mohalla Clinics are functional in Delhi and it is expected that it will be increased to  150 by the end of current financial year. Government aim is to set up 1000 Mohalla  Clinics in the next financial year.

      27.  Medicines and diagnostics will be free in Poly Clinics and number of Poly Clinics will be enhanced from 23 to 150 by the end of next financial year.

      28.  The total number of hospital beds in all hospitals of Delhi Government will be enhanced from 10,000 to 20,000 in next 18 months.

      29.  Government is also working on schemes of issuing Health Card and to provide Health Insurance to all citizens of Delhi.

      30.  Government in partnership with 41 private sector hospitals having NABH accreditation   has taken a distinctive step to deliver the quality treatment in 30 critical and life saving  surgeries.

      Public Transport

      31.  It is proposed to add 736 more buses under cluster scheme during 2017-18.

      32.  To provide last mile connectivity to commuters, Government has approved the Letter of Intent scheme and 10,000 new auto permits will be issued.

      33.  The Government has approved Metro phase-IV comprising six corridors with the length of 104 KM and to procure 582 Additional Rolling Stocks to facilitate the passengers of Metro commuters.

      Road Infrastructure

      34.  All elevated corridors and flyovers at outer ring road from Vikaspuri to Wazirabad have been opened for public to remove the decongestion at outer ring road.

      35.  Construction of underpass at Ashram Chowk along with Mathura road will be started in 2017-18.

      36.  It is proposed to construct skywalk and FOB at the junction of Sikandra Road, Mathura Road, Tilak Marg and Bahadur Shah Zafar Marg at W-point & near Hans Bhawan to ensure the safety of pedestrians at ITO.

      37.  The construction work of new flyover [underpass between Mahipalpur to airport road will be started in the year 2017-18. Construction of elevated road over Barapullah Nallah Phase-Ill from Sarai Kale Khan to Mayur Vihar will be completed this year.

      Water Supply & Sanitation

      38.  Government has set the target to lay water pipe line in whole of Delhi including unauthorised colonies and JJ clusters during 2017-18.

      39.  The water supply network is being evaluated in the entire city through a new programme "Walk the Line' which will provide comprehensive database about the deficiencies of the network.

      40.  DJB has started rain water harvesting system in Burari to augment the water supply. 20 MGD of water will be generated by adopting environmental friendly measures.

      41.  Water supply network has been laid in 309 colonies which is a record in the history of Delhi Jal Board.

      42.  All Sewage Pumping Stations shall be automated to ensure optimization of pumping and channel flow in the trunk sewers to reduce the work of desilting of drains.

      43.  The project for laying of Interceptor Sewers along three major drains (Najafgarh, Supplementary & Shahdara) shall be completed soon which will be a milestone for cleaning and beautification of Yamuna. This model will be followed for cleaning major drains of Delhi.

      Housing & Urban Development

      44.  A number of steps have been taken to make Delhi open Defecation free.

      45.  8000 clean and modern toilets have been constructed and 6000 more toilets are to be completed by June 2017. Besides, 5000 toilets will be constructed in 2017-18.

      46.  There is a proposal for construction of new shelters for homeless in Nangloi Phase-II, Dwarka Sector-3, Rohini Sectors, Geeta Colony near JJ Basti under National Urban Livelihood Mission (NULM).

      Energy

      47.  Delhi is targeting 1000 MW Solar Photovoltaic installation in next 5 years and 2000 MW till 2025.

      48.  To promote solar installation a Generation Based Incentive (GBI) of ₹ 2/- per unit / KW will be given to domestic consumers for installation of Solar Photovoltaic Power Plant.

      49.  To overcome the problem of disposal of Municipal Solid Waste, Delhi Government has  approved Waste to Energy Plants to generate electricity at 3 locations.

      Environment

      50.  Several steps have been taken to improve the environment condition which includes afforestation, universal use of CNG by commercial vehicles, subsidy on newly purchased Battery Operated Four Wheelers and Two wheelers, ban on plastic use, better management of solid waste, treatment of waste water and improvement of sewage system etc.

      51.  The number of Ambient Air Quality Monitoring Stations are proposed to increase from 6 to 26 in the year 2017-18.

      52.  It is proposed to develop a maiden Wildlife (Bird) Rescue Centre at Rajokri on an area of around 6 acres with world class facility.

      Rural Development

      53.  Government has decided to enhance the scope of "Delhi Rural Development Board" by including both rural and urban villages of Delhi and proposed an outlay of crore which is more than four times higher than the RE 2016-17.

      54.  Government has decided to develop a Modem Flower Market cum Exhibition Centre at Gazipur to encourage the place as State of the Art Centre of international standards. This market not only acts as trading centre but public can also visit this place to enjoy the beauty of flowers so as to encourage floriculture as well as tourism.

      55.  Government is committed to implement E-mandi project in all mandies to ensure transparency in transactions, better pricing to the farmers and shortening the payment cycle for the farmers.

      56.  To respect the culture and religious customs of all communities, Government has decided to construct Chhat Ghat all over Delhi.

      Tourism

      57.  Government is preparing tourism policy and master plan for promotion of tourism and tourism infrastructure.

      58.  To promote Delhi as a film shooting destination, it is proposed to introduce "Single Window Clearance Mechanism" for film making facility.

      59.  To develop Delhi as a world class tourist city, Government has planned to develop the Riverfront of River Yamuna to create a place that allows people to connect with nature and the River Yamuna. It is proposed to make World Class Ecological River Front of 5 km at upstream of Wazirabad.

      PART B

      1.  Government has no new proposal for tax increase like the previous two years.

      2.  Government expect a positive impact on tax revenue collections after implementation of GST.

      3.  Government has proposed to reduce tax on following items:

      a.  Sanitary napkins up to ₹ 20 are tax free. In the case of sanitary napkins above ₹ 20, government proposes to reduce the tax rate from 12.5% to just 5%, as the government is very concerned about hygiene of women.

      b.  For Laminates, Plywood and Black Boards, MDF Boards and Particle Boards, the tax rate is proposed to be reduced from 12.5% to 5%.

      c.  To bring Granite, Swadeshi Kota Stone, Dholpur Stone, Gwalior Stone Slate at par with tax rate reduced last year for marble, it is proposed to tax them also at 5% instead of 12.5%.

      4.  To give boost to the Civil Aviation Operators, who have opted to operate under Regional Connectivity Scheme i.e. RCS (Udan) and will ply the fights on RCS routes (involving Delhi) between an identified pair of origin and destination airports/helipads  within India pursuant to the scheme satisfying the prescribed conditions, Government has proposed to reduce the VAT rate to 1% from existing 25% on their purchases of Air Turbine Fuel (ATF) in Delhi.

      5.  In a special drive, government has refunded ₹ 723 crore in more than 72,000 refund cases this year which is 300 percent more than the refund of ₹ 227 crore in previous year.
