Key changes include no requirement for ground plans for registration, excise duty payable on the first sale invoice value, and acceptance of VAT records for excise purposes. Movement of jewellery not involving sales is exempt from excise duty. Repairs that do not alter the product's identity are not subject to excise duty. The government also increased the SSI Eligibility limit from Rs. 12 crore to Rs. 15 crore and the SSI Exemption limit from Rs. 6 crore to Rs. 10 crore annually for jewellery manufacturers.
