This policy change allows foreign vessels to transport export-import (EXIM) and empty containers between Indian ports and transshipment ports, enhancing shipping line operations and reducing logistics costs through competitive rates. Ports must maintain a minimum 50% transshipment rate to retain this relaxation, with new ports given a one-year grace period to meet the requirement. Failure to comply results in revocation of the relaxation for three years. Ports must submit monthly container traffic data to the Directorate General of Shipping and the Ministry of Shipping.
