TDS deducted and then refunded to wrong pan number

For AY 2022-2023 TDS was deducted from my bank account even though I had filed the taxes in ITR filing. When brought to notice to the bank, they refunded the amount to the wrong pan card number. (Customer ID was wrongly input by the bank employee sending the refund to the wrong pan card number).

After following up with the bank, they deposited the money back to my pan card number. 

How do I withdraw the money from my pan card? Adhaar card, bank account are linked to pan card. I've already visited the AO in my Jurisdiction area. They don't seem to be cooperating even after visiting 3-4 times. Is there a way to be able to withdraw/ get this money back online?

Upon rectification by the bank, if the TDS amount is now duly reflected against the assessees correct PAN in Form 26AS/AIS for AY 2022–23, the assessee may initiate a refund reissue request or a rectification under Section 154 through the e-filing portal of the Income-tax Department. Since the refund is administered by the CPC under a centralized mechanism, no physical withdrawal from PAN is permitted; the refund shall be credited only to the pre-validated and PAN-linked bank account. Visiting the jurisdictional Assessing Officer is not required unless directed under a specific proceeding. In case of non-resolution, the assessee may escalate the matter by raising an online grievance or contacting CPC Bengaluru.

Is form 26AS/AIS required to be filled? I found a few youtube videos to see the process but that doesnt seem to be working for me. Is there an ofiicial link explaining the process on how to get this refund?

How do I contact CPC Bengaluru? I tried talking to different CAs and a few of them have been of the opinion that I might not get my money back. But the bank says they have deposited the money on the pan card. Is there a form I could fill for online grievance. When visited the local Assessing Officer, I was asked to write an application with all the details and asked for a lot of documents which they already have on their system and can seen online.

Its about 30,000 INR.

You need to file a petition for condonation of delay for claiming refund before the Jurisdictional Commissioner of Income Tax under section 119(2)(b) of the Act read with the Circulars issued thereunder.

The petition should set out the facts briefly due to which you could not claim the refund. You have to keep all the documentary evidences such as your PAN, ITR filed for AY 22-23, Form 26AS, correspondence with bank, a revised computation showing the eligible refund. 

Normal process is that it will be sent to Jurisdictional Income Tax Officer for his report and thereafter you will be given an hearing by Commissioners office. Once a condonation order is passed in your favor, you can file a revised return in online portal along with that order. Your revised will be processed normally and refund will be credited to your bank account.

Your TDS refund money cannot be withdrawn directly from your PAN card. The correct approach is to file your Income Tax Return for AY 2022-23 (with condonation of delay if required) and claim the refund through the proper ITR process. Since the TDS is now correctly reflected in your Form 26AS, you have a strong case for claiming the refund. The key is to follow the proper procedural channels and escalate to higher authorities when the local AO is uncooperative.
