Cenvat credit for input services can be claimed for importation of capital goods, subject to payment conditions.
CENVAT credit is admissible for service tax paid on input services used in importation of capital goods, including clearing and forwarding services. For GTA services, credit may be availed only where the company has discharged the service tax liability on those services before claiming the credit. (AI Summary)

Yes, credit can be availed, as explained above.

However, in case of GTA do ensure that not only payment made to the transporter but also service tax thereon is paid by your company, and thereafter GTA credit to be availed.
