of <h1>Health Security and National Security Cess monthly return (Form HSNS RET-01): machine/manual cess calculation, abatements, due 20th</h1> Prescribes FORM HSNS RET-01 as the monthly return for self-assessed payment of Health Security and National Security Cess, requiring reporting of registrant particulars, return period, and filing date, with filing due by the 20th of the succeeding month. It mandates computation and disclosure of cess liability for the return period based on (i) machine-based manufacture, using each registered machine's working status and any sealing/desealing dates and applying the monthly rate under Schedule II determined by maximum rated speed and declared pack weight, and/or (ii) a fixed monthly cess for wholly manual processes. It requires adjustment of net abatement ordered under rule 15(3) from the prior month against current-period cess, and reporting of interest, penalty, and challan-based payment particulars, resulting in the net amount payable for the month.
