It clarifies that the exemption applies to clearances from a factory by a manufacturer, considering the total value of P or P medicines cleared in the previous month. This applies regardless of whether the products are manufactured by the manufacturer or a loan licensee. The Board, after consulting the Law Ministry, has accepted this interpretation.
