Customs will waive physical examination in specified cases: numeric seals differing only by leading zeros, absence/presence of shipping-line prefixes, or seals swapped among containers under the same transit declaration-dock superintendent must record the actual seal number in the EDI comments and apply the mandated RFID/ECTS seal before clearance. Other intact mismatches are admissible if an amended bill of lading is submitted; shipping lines must provide authorized representatives' emails. All remaining mismatches or cases with adverse intelligence remain examinable.
