Eligible entities, including licensed or intending businesses, can request informal guidance through 'no-action' or 'interpretive' letters. Applications must be submitted electronically, with a fee, and should detail the legal context and business relevance. Guidance issued is non-binding and not appealable, and confidentiality is maintained upon request for 90 days. The scheme excludes hypothetical or general inquiries and those under investigation or litigation.
