of <h1>New Customs Rules Require CAS Number, IUPAC Name for Chemical Imports/Exports from October 2023; Self-Undertaking If Confidential.</h1> Circular No. 23/2023-Customs mandates additional qualifiers in import/export declarations for specific products under chapters 28, 29, 32, heading 3808, and chapter 39. Importers must provide the Chemical Abstracts Service (CAS) number and International Union of Pure and Applied Chemistry (IUPAC) name for bulk chemicals, formulations, and proprietary components. If details are unavailable due to supplier confidentiality, a self-undertaking is required. These requirements apply to imports from 15.10.2023 and exports from 01.10.2023. Public notices will be issued for guidance, and any implementation issues should be reported to the Board.
