Customs Update: Importers Must Submit Detailed Bill of Entry for Preferential Tariffs per Customs Rules, 2020.
The circular from the Office of the Principal Commissioner of Customs outlines new requirements for capturing additional details in the Bill of Entry for claiming preferential tariff rates under trade agreements, as per the Customs (Administration of Rules of Origin under Trade Agreement) Rules, 2020. Effective from September 21, 2020, importers must provide item-wise details, upload the Certificate of Origin (COO) on eSanchit, and declare the COO's IRN in the supporting document table. A self-declaration confirming the goods' origin is also required. The COO must be defaced before the Out of Charge at the port of import. Compliance with these requirements is mandatory for processing.
