The amendment specifies that the import/export policy for items is determined by the policy on the date of import/export, as defined by key documents like the Bill of Lading and Shipping Bill. Changes from 'free' to 'restricted/prohibited/state trading' will not affect prior imports/exports, except those through High Sea sales. Import/export commitments made via Irrevocable Commercial Letter of Credit before restrictions will be honored, subject to registration within 15 days of the policy change.
