of <h1>Customs Rules 2017 Replace 2016 Rules Amid GST Changes; Duties Shift from Central Excise to Customs Officers.</h1> The Customs (Import of Goods at Concessional Rate of Duty) Rules, 2017, replace the 2016 rules due to the implementation of the Goods and Services Tax, which limits Central Excise duty to specific commodities like petroleum and tobacco products. Effective July 1, 2017, these new rules transfer responsibilities from Central Excise officers to Customs officers. Until the jurisdiction of Customs Commissionerates is officially modified, Central Excise officers will continue their duties under the new rules. Any issues encountered should be reported to the Board. A Hindi version of the circular will be provided later.
