It references a 2005 circular from the Drug Controller General, stating that blanket exemptions from registration under the Drugs and Cosmetics Act cannot be granted for such imports. Importers must apply for waivers on a case-by-case basis. The procedures have been challenged in court, causing import delays. Due to production losses and dependency on imports, it has been decided, in consultation with drug authorities, that the procedures must be strictly followed from April 15, 2011, as a trade facilitation measure.
