It clarifies that the Board's instructions from December 19, 2007, related to Pan Masala, do not apply to these units. The compounded levy scheme, notified in 2001, did not initially include these cesses as they were introduced later. Therefore, the cesses are not part of the compounded levy amount but are payable in addition to the basic excise duty as per notification No. 17/2007-CE.
