A Core Committee was established to oversee implementation, supported by various sub-committees. Sub-committee No. 4 focuses on recruiting Group B and C cadres and addressing training needs. It will manage direct recruitment, develop training plans, and recommend methods for filling promotion vacancies. The sub-committee, headquartered in New Delhi, will submit reports to the Core Committee within a three-month timeframe. It may form working groups and co-opt additional members as needed, with communications primarily conducted electronically.
