Previously, Commissioners were required to consult the Board before releasing goods or granting refunds if a stay order was not obtained. The Board now allows jurisdictional Commissioners to make decisions on such matters at their discretion, without needing Board approval, to avoid delays. However, for Supreme Court-related matters, Commissioners must still coordinate with the Board for the prompt resolution of stay applications. The previous circular is modified accordingly.
