<h1>New Circular Defines Jurisdiction for EOUs, EHTPs, STPs, SEZs and Options for Customs Service Charges.</h1> The circular outlines the administrative control over Export Oriented Units (EOUs), Electronic Hardware Technology Parks (EHTP), Software Technology Parks (STP), and Special Economic Zones (SEZs). In port cities, EOUs and related units will fall under the jurisdiction of the Commissioner of Customs, except in Bangalore, where the Commissioner of Customs retains control. Elsewhere, the jurisdiction lies with the Commissioner of Central Excise. SEZs will remain under the Commissioner of Customs. The circular also introduces an option for EOUs, EHTP, and STP units to choose between cost recovery charges or Merchant Over Time (MOT) for customs services, with a deadline to opt out by June 30, 2003. Existing cost recovery officers will remain in their roles until promoted.
