New Duty Drawback Rates Effective June 1, 1999, with Changes to Claims and Product Classifications
The Ministry of Finance has issued new All Industry Rates of Duty Drawback effective from June 1, 1999, replacing existing rates until then. Key changes include introduction of drawback rates for new items such as tea (indigenous proportion), naphtha, fancy leather gloves, and carding machines; inclusion of gasket with cork for classification clarity; increases in rates for 155 products due to a 10% customs duty surcharge; maintenance of rates for 193 products; downward revision for 489 products following excise duty rationalization; and imposition of maximum value caps on 131 products. Each rate has been assigned unique serial numbers to facilitate accurate processing in EDI systems. Commissioners are instructed to monitor payments closely and report discrepancies. The drawback claim period has been reduced from three to two months in line with amendments to the Customs Act. Wide dissemination of these changes through public notices and standing orders is mandated to ensure compliance and avoid errors.
