DEPB scrips are to be submitted and processed within specified hours, with strict record-keeping and acknowledgment protocols. Verification includes examination by designated officials, appraiser scrutiny, and countersignature by Assistant Commissioners, all to be completed within defined timelines. Verified scrips are embossed and returned only to the original submitter. Duty exemption under DEPB is restricted to direct credit transfers from DEPB holders to importers, prohibiting indirect transfers through intermediaries. DEPB debits must be recorded electronically, and clearance against DEPB is regulated to ensure proper registration and use. The procedure is effective immediately and applies to all relevant Customs facilities.
