Issues: Whether HDPE pipes manufactured for sprinkler irrigation systems were classifiable under sub-heading 8424.91 as parts of such systems, or under sub-heading 3917.00 as plastic pipes of general use.
Analysis: The goods were manufactured to IS specifications for sprinkler irrigation systems, were supplied only as part of such systems, and were not shown to be sold for general use.
