The Foreign Assets of Small Taxpayers Disclosure Scheme defines eligible declarants, undisclosed foreign assets and valuation rules for disclosure.
The Scheme defines who may declare: residents and certain non-residents who were resident in specified prior years, making them eligible declarants; a declarant files a declaration within a notified last date. It prescribes key definitions: undisclosed asset located outside India is any foreign asset held or beneficially owned where the assessee cannot satisfactorily explain the investment source, and undisclosed foreign income is foreign-sourced income chargeable but not offered to tax in India. Value of asset must be fair market value determined as prescribed, and undefined terms defer to meanings in the Income-tax Act and related statutes.
