<h1>Regulation defines social enterprise status by requiring primacy of social intent and 67% engagement with target populations</h1> Regulation requires an entity to demonstrate primacy of social intent to be identified as a social enterprise, by engaging in specified social activities (e.g., poverty alleviation, health, education and livelihoods, gender equality, environmental sustainability, culture, sports, incubators, financial inclusion, disaster management, digital inclusion, migrant welfare, activities listed in Schedule VII, or other areas designated by the Authority or government). The enterprise must target underserved or less privileged populations or low-performing regions. For-profit social enterprises must show at least 67% engagement with the target population measured by a three-year average of revenue, expenditure, or proportion of beneficiaries/customers. Corporate foundations, political or religious bodies, professional/trade associations and most infrastructure and housing companies (except affordable housing) are ineligible.
