<h1>Central Government debt redefinition expands covered liabilities and links fiscal metrics to published GDP measures.</h1> Amendment substitutes section 2 definitions to define Central Government debt as outstanding liabilities on the Consolidated Fund (including external debt at current exchange rates), public account liabilities, and certain repayable financial liabilities of Government owned entities, reduced by cash balances; defines general Government debt as the sum of Central and State debt excluding inter governmental liabilities; specifies gross domestic product as the CSO published GDP at market prices; and inserts definitions of real gross domestic product and real output growth, while omitting clauses (e) and (f).
