Composition scheme option: small dealers may pay a flat turnover tax instead of regular VAT, subject to conditions.
The composition option allows eligible small dealers-those whose turnover does not exceed the Government-notified amount and who neither procure from nor supply to places outside Delhi nor are registered under the Central Sales Tax Act-to elect a flat net tax at one paisa in the rupee of turnover. Election is to be specified at registration or within prescribed time, binds the dealer for the year subject to limited reversal procedures, and requires payment and proof of tax on opening stock where prior Delhi tax has not been paid. Electing dealers face restrictions on input credit, invoicing, tax collection and must retain purchase and retail invoices as required.
