Dealers choosing this scheme cannot procure or sell goods outside Delhi, issue tax invoices, or claim certain tax credits. They must declare their election to pay tax under this scheme at registration and can reverse this choice only after a year. If a dealer's turnover exceeds the specified limit, they must switch to standard tax provisions. The government can notify specific composition schemes for different dealer classes, with tax rates not exceeding eight paise per rupee of turnover.
