<h1>Authority Reviews Applications, Hears Parties, Issues Rulings in 90 Days; Rejections Require Reasons; Appellate Action Possible</h1> Upon receiving an application, the Authority forwards it to the concerned officer and may request relevant records. The Authority examines the application, hears the applicant and officer, and decides to admit or reject it. Applications are not admitted if the issue is pending or decided elsewhere, and rejections must include reasons. If admitted, the Authority examines further materials and provides a ruling. In case of differing opinions among members, the matter is referred to the Appellate Authority. The Authority must issue its ruling within ninety days, and copies are sent to the applicant, concerned officer, and jurisdictional officer.
