<h1>Regulation 4: File Customs Bill of Entry Before Arrival to Avoid Daily Penalties, Late Fees Waived for Valid Reasons.</h1> The Customs Bill of Entry (Forms) Regulations, 1976, Regulation 4, outlines the requirements for filing a bill of entry for goods cleared for home consumption or warehousing. The authorised person must file the bill of entry by the end of the day preceding the arrival of the vessel, aircraft, or vehicle at customs ports, airports, inland container depots, air freight stations, or land customs stations. Delays incur charges of INR 5,000 per day for the first three days and INR 10,000 thereafter, unless waived by a customs officer for valid reasons. No charges apply for entries before the Finance Bill, 2017's presidential assent.
