Jurisdictional scope of information exchange: requested party need not provide data not held or controlled within its territory. Information shall be exchanged without regard to whether the person concerned or the holder is a resident of a Contracting Party, but a requested Party is not obligated to provide information that is neither held by its authorities nor in the possession or control of persons within its territorial jurisdiction.
