The application must be submitted in the specified format to the Assistant Commissioner or Deputy Commissioner of Customs at the port of importation. It should include documents proving the payment of the anti-dumping duty for which the refund is claimed, as outlined in the Refund of Anti-Dumping Duty (Paid in Excess of Actual Margin of Dumping) Rules, 2012.
