The One Time Lock (OTL) being affixed currently shall be replaced by the ECTS seal, wherever the e-CTD procedure is being followed. 5.4 In case where the "shipper's seal" affixed on the container arrived at the seaport in India is found broken or defective, the Indian Customs authorities shall make due verification of the goods to check whether the same are in accordance with the e-CTD, affix the ECTS seal and allow the container to transit to Nepal. 5.5 The proper officer shall endorse the ECTS seal number on the two copies of e-CTD. While one copy shall be retained at the docks, the other copy shall be handed over to the transporter for being carried along with the goods. This copy shall be surrendered at the LCS of exit. ....upon visual examination of the seal and other risk parameters, a decision can be taken to allow transit without any further examination or in exceptional cases, undertake measures such as weighment or examination, as deemed necessary, to tally the goods with the declaration filed by the importer / Custom Broker on the website. 9. In the event of any diversion of transit cargo into India, the Commissioner of Customs, Kolkata, shall inform Director (ICD), CBIC with details of such cases and the Board shall take up the matter with the Government of Nepal to carry out enquiries and make all possible efforts to ensure that the concerned persons pay the duties of Customs and interest, fine and penalty due to the Government of India. .... 11. In case of containerized cargo transiting by Rail through Raxaul, the ECTS seal shall be affixed at the border railway station. The copies of the e-CTD shall be handed over to CONCOR in such cases. 12.
