In terms of the Sections 30 and 31 of the Customs Act, 1962, the vessel can start discharge/unloading of cargo/goods only after an order of "Entry Inwards" is granted by the Customs following submission of Import Manifest, containing the details of the cargo on board by the Master or Shipping Agent. 3. The Customs Act provides for filing of IGM now SAM under SCMTR-2018 in advance of the vessel's arrival (Advance IGM). It also provides for filing of a Bill of Entry prior to arrival/import of goods.
