....Illegality of arrest may be challenged by writ only where there is a flagrant breach of procedural safeguards or mala fide conduct; ordinarily custody issues are governed by the bail regime and judicial review is confined to whether material justified a reasonable belief of commission of the offence, and on that basis the challenge was rejected because material supported an offence under the relevant provision. Non-production within 24 hours was excused as resulting from an exigent medical transfer and not contrary to statutory production requirements or instructions, and the petition was dismissed.....
