STATUTORY PROVISIONS The National Rural Employment Guarantee Act, 2005 (In short, NREGA) was amended in the year 2009 with a changed title, namely The Mahatma Gandhi National Rural Employment Guarantee Act (in short, MGNREGA) w.e.f. 2.10.2009. Thus, MGNREGA is a tribute to the Father of Nation who sacrificed his life for the welfare of the country. The object of the Act, as borne out from the statute is to enhance the livelihood , food, security and quality of life in rural area by providing at least 100 days of guaranteed 'wage employment' in a financial year to every household whose adult members volunteer to do unskilled manual work. This work guarantee can also serve other objectives : generating productive assets, protecting the environment, empowering rural women, reducing rural urban migration and fostering social equity, among others. 15. The Act envisages a collaborative partnership between the Central Government, the State Governments, the Panchayats and the local community. The pervasive corruption under lowest rug of elected representative is reflected from the report of SQM (supra) and is a matter of great concern for the socio-economic development of the country. It appears that while launching the Scheme under MGNREGA, effective measures have not been provided to check proliferation, abuse and misappropriation of fund under the Scheme making the entire society corrupt to some extent.
