Cargo Movement Approval Once the entry inwards is granted in the system, the Customs EDI system would generate cargo movement approval message (message No.19) which would be transmitted to Port/Terminal Operator, destination CFS and the shipping lines. This message also takes care of empty containers moved from Port/Terminal Operator to empty container yard and for this purpose a single destination code for empty container yard has been introduced 3.
