GST would replace the plethora of indirect taxes including service tax, central excise duty, additional excise and customs duties, central surcharges and cesses, state VAT, state sales tax, entertainment tax not levied by local bodies, luxury tax, taxes on lottery, betting and gambling, tax on advertisements and state cesses and surcharges related to supply of goods and services. As these taxes have been quite ineffective and have suffered from a litany of infirmities, including exemptions and multiple rates, GST is expected to transform the labyrinthine patchwork of taxes to a lean, streamlined process. Another requirement by the corporates is that of filing of annual return in form GSTR-9. The GST audit approach should be divided into phases to include (a) position review, (b) reconciliations and certification and (c) GST process review—focused on technology enhancements to achieve the desired reporting requirements and technology driven validations. Salient Features of GST: GST is applicable on “supply" of goods or services as against the concept of tax on manufacture of goods or on sale of goods or on provision of services. GST is also a destination-based consumption Taxation as opposed to the origin based VAT system prior to the introduction of GST. It is a dual GST with the Centre and the States simultaneously levying it on a common base.
