Prior consent through official email is required for multi-station transhipment, custodians remain responsible for safe custody and accounting, and export cargo lying at gateway ports may be moved after cancellation of the LEO or Shipping Bill by the originating ICD, with electronic processing preferred wherever possible.</description>
