    <description>At the pre-execution stage, judicial review of a preventive detention order is confined to narrow recognised grounds, and it cannot be expanded by alleging delay in deciding a representation, delay in passing or executing the order, or later exoneration by a Tribunal. A tribunal order setting aside a penalty does not affect a preventive detention order, which operates in a separate field aimed at preventing prejudicial activity. Repeated challenges on grounds already available and earlier rejected are not maintainable, and a later rejection of representation does not create an independent basis for interference. The detention order was therefore not liable to be quashed at the pre-execution stage.</description>
