    <description>A statutory warehouse keeper may recover lawful storage and demurrage charges for imported goods held in custody, and a customs appellate order or detention certificate does not by itself extinguish that right. Where the importer is not at fault and customs detention is wrongful, the burden of those charges may be shifted to the Customs authorities responsible for the delay, applying the constitutional requirement of reasonableness and non-arbitrariness. The result is that the importer should not be compelled to bear detention-related dues first and seek reimbursement later if the delay was caused by customs.</description>
